Mid-Term Evaluation – Tunisia Supporting Anti-Corruption in Healthcare Administration (SAHA)

CIPE is a non-profit, non-partisan organization that strengthens democracy and economic freedoms worldwide. CIPE works alongside local partners in developing countries to build business environments that are fair and stable. Their global network includes organizations representing millions of small and medium-sized companies, as well as governments and think tanks.

This midterm evaluation mission was mandated by the Center for International Private Enterprise (CIPE) and was conducted between May and September 2023. It was part of the SAHA program, an initiative led by CIPE and mandated by the Tunisian Ministry of Health to strengthen good governance, transparency, and management within the national health sector. Implemented in partnership with I WATCH, BEDER, and private-sector actors, SAHA addresses systemic corruption by supporting the digitization of key processes at the Directorate of Pharmacies and Medicine, enhancing the regulatory framework of the Ministry, and building the capacity of regional training centers.
The mission aimed to assess the project’s relevance, coherence, effectiveness, efficiency, and sustainability in line with OECD-DAC criteria, providing an objective and impartial review of progress and implementation to inform the next phase of the intervention.
