This mission was mandated by COSPE and is part of the DREAM project. It was conducted between October 2023 and April 2024.
It consisted of developing a contingency plan and a security action plan for activists and human rights defenders who are members or allies of the LGBTQIA+ community. It included conducting an in-depth risk analysis tailored to the Tunisian context, taking into account digital and physical security threats as well as the shrinking civic space. This analysis also incorporated a vulnerability assessment and a detailed risk matrix. Based on these findings, a structured action plan was developed to anticipate and mitigate risks, complemented by a contingency plan to guide incident response and strengthen the resilience of those concerned.
